Microsoft’s support post on their new ‘Recall’ function. Very specifically, now to disable it:

Saving snapshots is turned on when you first start using Windows. You can always turn off saving snapshots at any time by going to Settings> Privacy & security > Recall & snapshots on your PC. You can also pause snapshots temporarily by selecting the Recall icon in the system tray on your PC.

Important to note for when the next upgrade rolls out in October.
